Project Overview
The project is implemented in partnership with the Yemen Humanitarian Fund (YHF) to enhance the capacity of internally displaced persons (IDPs) and host communities to meet their basic needs. The intervention combines (Unconditional Cash Transfer (UCT) multi-purpose cash assistance (MPCA)) with improved Water, Sanitation, and Hygiene (WASH) services to ensure a safe and healthy environment.
YKF is seeking qualified and committed candidates to fill the following position:
Position : WASH Project Officer
Duty Station: Aden, with frequent travel to Tur Al-Baha, Al-Mudarabah & Ras Al-Arah, and Al-Musaymir districts (Lahj Governorate)
Contract Type: Full-time (subject to budget availability)
Key Responsibilities
Technical and Administrative (Engineering) Supervision:
Technical Management: Overall supervision of implementation plans for the rehabilitation of water wells, installation of pipeline networks and distribution points, construction of latrines, and rehabilitation of sewage systems, ensuring full compliance with approved engineering specifications.
Field Team Management: Leading and supervising field engineering assistants, reviewing their daily reports, and providing the necessary technical support to address complex on-site challenges.
Design and Approval: Reviewing and approving engineering drawings and Bills of Quantities (BoQs) for latrines, sewage systems, and water supply solutions before commencement of implementation.
Quality Control (QC): Monitoring the quality of materials supplied to project sites based on field reports and verification mechanisms.
Contractor Management: Providing administrative oversight of contractor agreements, reviewing technical progress certificates and payment claims, and ensuring adherence to project timelines.
Coordination: Liaising with local authorities and community committees to ensure the smooth and effective implementation of project activities.
Compliance and Safeguarding: Ensuring the application of Protection from Sexual Exploitation and Abuse (PSEA) standards and adherence to the Code of Conduct.
Qualifications and Experience
Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field.
Minimum of five (5) years of experience with local or international NGOs in WASH projects.
Proficiency in engineering design software (AutoCAD) and Microsoft Office applications (Excel, Word).
Strong knowledge of Sphere Association (Sphere Standards) and humanitarian technical guidelines.
Fluency in Arabic and English (spoken and written).
Strong field presence, ability to work under pressure, and demonstrated leadership skills.
