وصف المناقصة:
تعلن مؤسسة تمدين شباب عن رغبتها في توقيع اتفاقية لتوفير خدمات التدريب المهني لعدد 500 مستفيد/ة من النساء والرجال بمحافظتي تعز ولحج.
وعليه، تدعو المؤسسة مراكز التدريب / مزودين الخدمة المؤهلين والراغبين في المنافسة إلى تقديم عروضهم وفقاً للشروط المرجعية والمواصفات المحددة في وثائق المناقصة.
اسم المشروع: التمكين الاقتصادي للنساء الريفيات ومجتمعاتهن
مواقع الفئة المستهدفة:
يستهدف التدريب المهني 500 مستفيد/ة (182 ذكور و318 إناث) في أربع مديريات: الخوخة (125 بـ 2 ذكور و123 إناث)، موزع (125 بـ 33 ذكور و92 إناث)، ردفان (125 بـ 74 ذكور و51 إناث)، والمسيمير (125 بـ 73 ذكور و52 إناث).
يهدف البرنامج إلى تزويد المشاركين بمهارات مهنية عملية تدعم إنشاء أو تحسين مشاريع صغيرة مدرة للدخل، من خلال معاهد / مزودي خدمة تدريب مهني معتمدين قادرين على توفير مدربين/مدربات، معدات، أدوات، ومواد عملية قريبة من المجتمعات المستهدفة.

مؤسسة تمدين شباب TYF
مؤسسة غير ربحية، تأسست في25مايو عام 2013 م، بترخيص رقم (312) من وزارة الشؤون الاجتماعية والعمل في اليمن. تقدم برامج التنمية المجتمعية والتوعية المدنية وبناء القدرات، وتنفذ تدخلات إيجابية في حالات الطوارئ، كما تتمتع بشراكات إستراتيجية مع العديد من المنظمات الدولية والإقليمية والمحلية.
تقديم العطاءات:
يجب تقديم العطاءات إلى مكتب مؤسسة تمدين شباب الكائن في عدن – المنصورة، شارع كورنيش المحافظ، مبنى رقم 13، بجوار مكتب الأشغال العامة، قسم المشتريات، في موعد أقصاه يوم الخميس الموافق 14 مايو 2026، وقبل الساعة 11:30 صباحاً بتوقيت اليمن.

جلسة فتح العطاءات
ستُعقَد جلسة فتح العطاءات يوم الخميس الموافق 14 مايو 2026 الساعة الثانية عشرة (12:00) ظهراً في مكتب مؤسسة تمدين شباب في نفس العنوان أعلاه، ولن يسمح لصاحب العطاء او مندوبه حضور جلسة فتح المظاريف الا بموجب مذكرة رسمية باسم الشخص المخول له بالحضور.
يجب تسليم العطاءات مُغلَّقة بالشمع الأحمر ومختومة، مع ذكر التفاصيل التالية على المظروف المغلق:

التعليمات الخاصة بالمناقصة مرفقة بأوراق المناقصة ويجب الاطلاع عليها مسبقا قبل البدء بتحرير العطاء.
الشروط والمتطلبات:
أن يكون مزود الخدمة مسجلًا قانونياً ومؤهلاً لتقديم خدمات التدريب المهني.
يجب ان يكون السعر المقدم شامل كافة المتطلبات في الشروط المرجعية المرفقة.
يجب تقديم كافة المستندات والوثائق الداعمة المطلوبة.
يجب أن تحتوي كافة المستندات والنماذج في العطاء المقدم للمناقصة على ختم مزود الخدمة، سيتم استبعاد العطاءات غير المختومة بختم مزود الخدمة.
يجب تعبئة كافة المرفقات بالبيانات المطلوبة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
يجب ان يتم التسعير بعملة الدولار الأمريكي وسيتم رفض أي عطاء مخالف.
يجب أن تظل الأسعار المقدمة سارية لمدة لا تقل عن (90) يوماً من تاريخ فتح المظاريف.
لن تكون مؤسسة تمدين شباب مسؤولة عن أي تكاليف او نفقات دفعها المتقدمين للمناقصة الخاصة بإعداد وتقديم عروضهم لمؤسسة تمدين شباب.
معايير الأهلية القانونية (إلزامية):
يشترط على جميع مزودي الخدمة الراغبين في المشاركة في هذه المناقصة تقديم جميع الوثائق القانونية المبينة أدناه، على أن تكون صادرة من الجهات الرسمية المعتمدة في الجنوب، وسارية المفعول عند تقديم العطاء:
1. سجل تجاري ساري المفعول (بنفس المجال المطلوب).
2. بطاقة ضريبية سارية المفعول.
3. ترخيص مزاولة مهنة ساري المفعول) معتمد من مكتب التعليم الفني والتدريب المهني او الجهة المختصة ذات الصلة).
4. عدم إدراج مزود الخدمة في أي من قوائم العقوبات أو قوائم عدم الأهلية الصادرة عن الأمم المتحدة أو الأمين العام للأمم المتحدة أو البنك الدولي.
سيتم استبعاد مقدمي العروض الذين لا يقدمون هذه المستندات من أي تقييم فني أو مالي.
جميع الشروط والمتطلبات الأخرى الواردة في وثيقة المناقصة.
- مؤسسة تمدين شباب لها الحق بقبول او رفض اي او كل عروض الاسعار والمقترحات وفقاً لتقديراتها وليست ملزمة بإرساء العطاء على اي متقدم.

Tender Description:
Tamdeen Youth Foundation (TYF) hereby announces its interest in entering into an agreement to provide vocational training services to 500 beneficiaries (men and women) in the governorates of Taiz and Lahj.
Accordingly, the Foundation invites qualified training centers / service providers who are interested in competing to submit their offers in accordance with the terms of reference and specifications set out in the tender documents
Project Name: Economic Empowerment of Rural Women and Their Communities
Training Locations:
Target Beneficiary Locations: The vocational training targets 500 beneficiaries (182 males, 318 females) across four directorates: Al Khokha (125: 2 males, 123 females), Muzai (125: 33 males, 92 females), Radfan (125: 74 males, 51 females), and Al Musaymir (125: 73 males, 52 females).
The program aims to equip participants with practical vocational skills to establish or improve small income-generating projects, delivered through accredited vocational training institutes/service providers capable of supplying male/female trainers, equipment, tools, and practical materials in proximity to the target communities.

Tamdeen Youth Foundation is a non-profit organization established on May 25, 2013, licensed under No. 312 by the Ministry of Social Affairs and Labor in Yemen. The Foundation provides community development, civic education, and capacity-building programs. It implements effective emergency interventions and maintains strategic partnerships with numerous international, regional, and local organizations.
Submission of bids:
Bids must be submitted to Tamdeen Youth Foundation office, located in Aden – Al-Mansoura, Corniche Al-Muhafaz Street, Building No. 13, next to the Public Works Office, Procurement Department, no later than Thursday, 14 May 2026, before 11:30 AM Yemen Time.

Only tenders submitted in prescribed form and deadlines will be considered.
Bid Opening Session
The bid opening session will be held on Thursday, 14 May 2026, at 12:00 Noon at the office of Tamdeen Youth Foundation at the above-mentioned address. The bidder or their representative will not be allowed to attend the bid opening session unless presenting an official authorization letter issued in the name of the person authorized to attend.
All bids must be submitted in sealed envelopes with a red wax and stamped, with the following details written on the sealed envelope:

The general instructions of the tender are attached with the tender package and it should be read before initiating the offer.
Terms and requirements:
The service provider must be legally registered and qualified to provide vocational training services.
The offered price must be inclusive of all requirements in the attached terms of reference.
All required supporting documents and papers must be submitted.
All documents and forms in the tender submitted for the bid must bear the service provider's stamp. Bids not stamped with the service provider's stamp will be disqualified.
All attachments must be filled out with the required data, and any bid that does not comply will be disqualified.
Pricing must be in US dollars, and any non-compliant bid will be rejected.
The submitted prices must remain valid for a period of no less than (90) days from the date of bid opening.
Tamdeen Youth Foundation shall not be responsible for any costs or expenses incurred by the bidders in preparing and submitting their bids to Tamdeen Youth Foundation.
Legal Eligibility Criteria (Mandatory):
All service providers intending to participate in this tender are required to submit all the legal documents listed below, which must be issued by the authorized official authorities in the South and remain valid at the time of bid submission:
1. A valid commercial registration (The same field required).
2. A valid tax cards.
3. A valid professional practice license (certified by the Office of Technical Education and Vocational Training or the relevant competent authority).
4. The service provider is not listed in any sanctions or ineligibility lists issued by the United Nations, the UN Secretary-General, or the World Bank.
Offerors who do not submit these documents will be disqualified from any technical or financial evaluation.
All other terms and requirements as stated in the bidding document
-TYF Award Committee reserves the rights to accept or reject any or all submitted quotation(s) at its discretion and is under no obligation to issue an award.
